JOB DESCRIPTION:
Performs intermediate semiskilled work coordinating the building permit process, assisting customers regarding building, and planning permits, updating and maintaining databases and logs, maintaining files and records, and related work as apparent or assigned. Work is performed under the limited supervision of the Building Official.

The ideal candidate should have customer service experience in the construction industry as it relates to the building permit process. They will have superior time management, organizational, and verbal and written communication skills, as well as being dependable and flexible, with the ability to multitask.

MINIMUM QUALIFICATIONS: 

High School diploma or GED and considerable experience in customer service, permit issuance, administrative and clerical work, or equivalent combination of education and experience.

*Candidate that does not possess the required certifications at the time of hire, will be considered a trainee until certifications are obtained with a maximum of one (1) year.

SPECIAL REQUIREMENTS:

Possession of Permit Technician certification issued by the International Code Council (ICC) at hire.

Commissioned as a Notary Public in the State of Arizona based on department need.  

Must meet and maintain all training and education requirements for the position. 

Valid Driver's License of the appropriate class. 

ESSENTIAL FUNCTIONS:

The requirements listed below are representative of the knowledge, skill, and/or ability required and are subject to change as needs and job requirements change. Position assignments may vary. Reviews, approves and enters applications for all commercial and residential building permits, as well as right-of-way, mechanical, electrical, plumbing and fire permits; reviews for completeness, accuracy, and compliance with established policies and procedures; reviews plans for addressing units and determines utility sizes; verifies property zoning to determine which City Departments need to review and approve plans; reviews for compliance with the requirements of various state and local agencies. 

Resolves permit issues; notifies applicants of any outstanding or missing items; coordinates outstanding payments and permit distribution; acts as point of contact for permit status. 

Provides guidance and training to applicants, homeowners, business owners, contractors, developers, the general public and other City Departments in person at the front counter or over the phone; acts as a liaison between applicants and building inspectors, plans examiners, and other City staff; coordinates with other City departments as needed; Oversees coordination of documentation, inquiries and communication; schedules inspections and pre-app meetings; verifies all pertinent information is collected prior to inspection and that inspections are in the appropriate sequence for the project. 

Researches and provides records to applicants with site-specific property information such as approved building permits, finalized building plans, property record cards, certificates of occupancy, contractor's affidavits, special inspection certificates, and zoning/site/plot plans. 

Maintains inspection and issued permit logs and files; runs reports and reviews for inactive, revoked, or expired permits and code violations; assists in initiating action against expired permits or to correct code violations. 

Maintains Building Division records by scanning, filing and data entry to ensure documents are accessible when needed for use by City staff or for public records requests. Maintains correct records retention, as well as fulfills Building records requests. 

Calculates and collects all fees and bonds, enters all permit data into specialized computer software. Maintains and balances cash drawer and prepares bank deposit.

Establishes effective and efficient procedures for permit processing; tracks all submitted plans from time of permit application to issuance, closes out and approves as needed once all department requirements have been met. Reviews procedures for continuous improvements, makes recommendations for changes and assists with implementation. 

Operates and maintains motor vehicles or other work-related equipment requiring a valid driver's license. 

KNOWLEDGE, SKILLS AND ABILITIES:

General knowledge of standard office practices, procedures, equipment and office support techniques; thorough knowledge of English, spelling, and arithmetic; general knowledge of departmental operations and services. 

Skill in the operation of standard office and computer equipment; skill in excellent customer service; skill in data entry, reporting, reference, and/or retrieval tasks. 

Ability to deal with difficult customers and successfully resolve customer issues and concerns; ability to make arithmetic calculations and maintain accurate files and records; ability to follow oral and written instructions; ability to type at a reasonable rate of speed; ability to establish and maintain effective working relationships with associates, business owners, field personnel, other departments, supervisors, vendors, and the general public.

PHYSICAL DEMANDS AND WORKING CONDITIONS:

This work requires the regular exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires reaching with hands and arms and occasionally requires walking, stooping, kneeling, crouching or crawling, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Applicants for employment opportunities should be aware of the Lake Havasu City policies concerning the use of drugs and alcohol. These policies have not been altered by the passage of Proposition 207. The use of recreational marijuana is a violation of the City's Drug Free Workplace Policy. All positions within the City are required to submit to a pre-employment drug test. A positive result for drugs tested under the policy, including recreational marijuana, may be grounds for withdrawal of an offer of employment.  

 The City reserves the right to consider only the most highly qualified applicants. The succeeding examination processes may be required: training and experience, testing, panel interview, employment eligibility verification (EEV) requirements, personnel evaluation profile (PEP), polygraph test, background investigation and alcohol/drug screening test. Appointment subject to successful background investigation and City paid postemployment medical examination after offer of employment has been made.
