JOB DESCRIPTION:

Performs intermediate skilled administrative support work monitoring the operations of the City water and wastewater facilities and equipment center security system, programming two-way radios, maintaining security logs and records, maintaining associated Supervisory Control and Data Acquisition (SCADA) system records and files, and preparing reports, and related work as apparent or assigned. Work is performed under the limited supervision of the SCADA Supervisor.

The ideal candidate will have considerable experience troubleshooting a variety of SCADA systems that includes all types of transmission systems, from radio to fiber. The candidate will have a strong understanding of management practices gained from experience in a leadership role. Additionally, this person will possess advanced math skills, electrical application skills, and safety protocol knowledge.

MINIMUM QUALIFICATIONS:

High School diploma or GED and considerable experience in wastewater control communication systems, or equivalent combination of education and experience.

SPECIAL QUALIFICATIONS:
Must meet and maintain all training and education requirements for the position. 

Valid Driver's License of the appropriate class. 

ESSENTIAL FUNCTIONS:

The requirements listed below are representative of the knowledge, skill, and/or ability required and are subject to change as needs and job requirements change. Position assignments may vary. Maintains and checks SCADA management control communication systems; pings devices' Internet Protocol (IP) addresses; checks the MTU (Master Terminal Unit), SCADA historical trends, lift stations' communication devices, computer hardware, switches, routers, and servers; informs field utility mechanics and plant operators of abnormal activity and alarms.

Programs radios and maintains wastewater and water computers; performs disk repair scans; performs system file checks and keeps updated SCADA data files, records, and backups.

Monitors, diagnoses, and analyzes SCADA system alarms; integrates new equipment to the SCADA and control systems.

Maintains and checks remote transmitter units; troubleshoots, diagnoses, repairs, and checks Uninterruptible Power Supply (UPS) batteries for SCADA circuits and related equipment.

Assists supervisor with special projects and designs; prepares and submits work progress reports; assists contract vendors with network issues.

Operates and maintains motor vehicles or other work-related equipment requiring a valid driver's license. 

KNOWLEDGE, SKILLS, AND ABILITIES:

Comprehensive knowledge of pipeline operations and procedures is preferred including working knowledge of measurement technologies; comprehensive knowledge in Ethernet networking, field instrumentation and equipment communication protocols, and pipeline communications; comprehensive knowledge of basic user interface or information visualization; and comprehensive knowledge in scripting languages. 

Skill in oral and written communications.

Ability to understand wiring diagrams or other related documentation of piping and field instrumentation such as temperature and pressure transmitters, densitometers, flow meters, provers, and samplers; ability to learn in a dynamic and fast paced environment; ability to document changes, obtain required approvals, and submit changes; ability to decide the appropriate architecture for distributed logic systems, managing their application in the water and wastewater utility, and ensuring data integrity, accessibility, and confidentiality; ability to work with vendors and IT Division to troubleshoot system issues; ability to explain technical issues associated with the software to users with little or no experience/knowledge; ability to solve problems quickly and completely; ability to perform SCADA integration of remote field sites; ability to understand wiring diagrams or other related documentation of water and wastewater instrumentation; ability to multi-task; ability to establish and maintain effective working relationships with associates, contractors, other departments, supervisors, vendors, and the general public.
