Job Description:

Performs difficult professional work preparing and analyzing City programs, maintaining schedules and coordinating resources, managing cost and property accounting, maintaining files and records, preparing reports, and related work as apparent or assigned.  Work is performed under the general direction of the Department Director or equivalent, or designee.

 

The ideal candidate will be a team player who is creative, goal-oriented, hardworking professional with experience in complex accounting assignments, conducting research, and performing analysis. Considerable initiative and independent judgment are expected in resolving day-to-day problems. Must have the ability to improve overall efficiency and solve operational problems.

 

Minimum Qualifications:

Bachelor's degree with coursework in accounting, finance, business administration, or related field and considerable experience in accounting, project management, or equivalent combination of education and experience.

Special Qualifications 

Must meet and maintain all training and education requirements for the position. 

Valid Driver's License of the appropriate class. 

Essential Functions

The requirements listed below are representative of the knowledge, skill, and/or ability required and are subject to change as needs and job requirements change. Position assignments may vary. Coordinates and implements City systems and projects; provides system, project and organizational analysis; monitors procedures and methods; prepares findings and recommends action; coordinates Enterprise Resource Planning (ERP) software implementation; leads cross-functional teams and coordinates resources; works closely with stakeholders and vendors.

Manages cost accounting and property accounting for Capital Fixed Assets and Capital Investment Projects (CIP); maintains project/financial documentation and develops financial reports; tracks new and existing fixed assets; records depreciation and accounts for disposition; leads development for asset module in ERP software.

Prepares audit schedules; conducts audits of financial records; maintains and reconciles accounts and prepares associated reports and statements; completes portions of the Comprehensive Annual Financial Report (CAFR).

Reviews and evaluates work product of staff; coordinates research studies, needs assessments, cost/benefit analysis, cross impact analysis and management studies; makes inferences and projections from written material.

Prepares documentation of internal controls including documentation of process flow, significant transactions, and control activities; identifies possible deficiencies and remediates any deficiencies.

Prepares financial, statistical, or other management analyses regarding department expenditures and trends in various operations; handles department-wide budget coordination and preparation; provides technical advice to executive staff, including providing input related to development of the department policies and procedures. 

Provides oversight, training and monitoring of work product of administrative staff who procure items for the department, ensuring proper coding and procurement policies are being adhered to; trains departmental staff in City and department systems and processes; troubleshoots departmental payroll issues with assigned timekeepers.

Administers and manages federal and state grants including the preparation and submittal of required documents for grant application approval; tracking grant expenditures to ensure compliance; processing grant reimbursement requests and funds received; ensures required reporting is timely; facilitates on-site monitoring by grant agencies, and provides support to executive staff for grant audits. Assists in writing grant applications when necessary. 

Assists in drafting or proposed contracts; transits contracts for required City approvals and execution; manages contracts to include renewals and compliance with requirements; and approves contract payments. 

Prepares requests for legal services for Intergovernmental Agreements Memorandum of Understanding, grants and contracts. Composes Council Communications identifying the purpose, background, community impact, and fiscal impact. 

Operates and maintains motor vehicles or other work related equipment requiring a valid driver license. 

Knowledge, Skills & Abilities

Thorough knowledge of principles and techniques of financing, contracting, and funding; thorough knowledge of the application of laws, rules and regulations, policies and procedures regarding program funding, accounting, budgeting, and management reporting; thorough knowledge of contract management practices.  

Ability to analyze and make sound, accurate recommendations on assigned program operations and initiatives; ability to ensure complete legal and regulatory compliance for assigned program activities through accurate interpretation of applicable governing policy; ability to organize work, set priorities, and exercise sound judgment within established guidelines; ability to gather data, analyze information and reach sound conclusions and decisions; ability to use judgment in assessing compliance with complex procedural requirements; ability to communicate clearly and effectively, orally and in writing; ability to prepare clear, concise and complete reports, studies and analysis; ability to establish and maintain effective working relationships with associates, auditors, elected officials, management, other departments, stakeholders, supervisors, vendors, and the general public.

Working Conditions

This work requires the regular exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

These policies have not been altered by the passage of Proposition 207. The use of recreational marijuana is a violation of the City's Drug Free Workplace Policy. All positions within the City are required to submit to a pre-employment drug test. A positive result for drugs tested under the policy, including recreational marijuana, may be grounds for withdrawal of an offer of employment.

The succeeding examination processes may be required: training and experience, testing, panel interview, employment eligibility verification (EEV) requirements, personnel evaluation profile (PEP), polygraph test, background investigation and alcohol/drug screening test. Appointment subject to successful background investigation and City paid postemployment medical examination after offer of employment has been made.
