Examines new subdivision development plats, plans, and specifications to determine compliance with the City's construction ordinances.
Reviews plans and specifications for residential single-family homes, duplexes, town houses, and commercial use facilities to determine compliance with the provisions of the City’s offsite improvement ordinances related to sidewalks, driveways, fire lines, street widening, handicap ramps, etc.
Examines grading plans, storm water calculations, and soil analysis reports for residential and commercial use construction to determine compliance with the provisions of the City’s grading code and stormwater ordinances.
Reviews utility permit applications, plans, and specifications to perform work in the City right-of-way.
Examines commercial storm water plans and specifications to determine compliance with the provisions of the City’s offsite improvement ordinances.
Performs residential and commercial use inspections in order to comply with offsite improvement details and stormwater ordinances.
Inspects residential and commercial easement encroachment applications pertaining to requests to build structures within an easement; performs necessary research and/or inspections to determine if a structure built within an easement would cause adverse effects on drainage.
Performs inspections of utility permit application work sites to ensure right-of-way improvements removed during utility installations are replaced per City specifications and standard details.
Identifies plan defects or inadequacies; prepares plan check correction reports and ensures plan corrections are made to meet the requirements of applicable City codes.
Analyzes citizen’s potential sewer lateral issues and prepares correspondence to the Human Resources Department for sewer backup claims.
Provides technical assistance regarding City Codes to homeowners, real estate agents, drafters, architects, and engineers through communication at the Permit Counter, telephone calls, and pre-application meetings.
Researches and signs sewer availability forms for realtors/residents.
Approves plans; calculates permit fees; enters information into permitting system and prepares completed package.
Confers with architects, engineers, contractors, and owners on proposed projects to resolve problems; provides technical information and recommendations during plan review.
Receives, researches, and responds to requests for records, providing applicable documents.
Operates and maintains motor vehicles or other work related equipment requiring a valid Arizona driver license.

General knowledge of basic construction and civil engineering principles, practices and techniques; general knowledge of engineering, mathematics, surveying and drafting; general knowledge of water utility and plumbing construction and operation and related hydraulic principals; general knowledge of civil engineering design principals and drafting techniques; general knowledge of building codes and utility construction standards, terminology and techniques; general knowledge of mathematics needed to make general engineering and hydraulic calculations; general knowledge in construction inspection, construction design, and/or mechanical design including familiarity with electrical and/or HVAC systems.

Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in mathematics including geometry, calculus, and statistics; skill in reading and interpreting geographic information system (GIS) maps and other applicable programs; skill in oral and written communication; skill in reading and understanding construction plans, specifications, and permits.

Ability to navigate through and manage difficult situations working with diverse groups of individuals; ability to work in the field and the office; ability to operate assigned equipment; ability to read as-built maps and locate existing structures from that map; ability to maintain an organized workflow and record keeping; ability to analyze applicable applications, permits, and plans; ability to perform thorough inspections and provide recommendations; ability to prepare technical reports; ability to establish and maintain effective working relationships with associates, community groups, consultants, contractors, elected officials, department heads, government agencies, supervisors, vendors, and the general public.
